The Center is proud and excited to announce the award of a $1.2 Million dollar grant Federal Home Loan Bank of New York (FHLBNY)
This year’s Federal Home Loan Bank of New York’s (FHLBNY) Affordable Housing Program (AHP) grants will create, rehabilitate, or preserve 619 affordable housing units across seven projects in Albany, Ballston Spa, Guilderland, and Schenectady. The Center will receive $1,223,732 for CFDS Residence Renovations (Phase I). Two residences are in Guilderland, on Nott Road and Schoolhouse Road, and a third in the Scotia-Glenville area and include the renovation of 25 units.
The FHLBNYAHP award is a first for the Center. The proposed renovations focus on critical accessibility and infrastructure enhancements. Comprehensive kitchen, laundry, and bathroom remodels will feature seamless flooring to eliminate trip hazards and accommodate mobility devices. Specialized clinical areas, including the medication, shower, and Parker tub rooms, will be fully updated to meet modern supportive care standards. To enhance resident safety and caregiver efficiency, a ceiling grid system and individual ceiling lifts will be installed in each bedroom and bathroom. Finally, the project includes essential exterior and structural modernization. These renovations and modifications will not only continue to uphold our excellent standard of care and enhance the experience for all of the residents and staff on a daily basis but will also offer an added layer of benefit from a social purpose as much as a physical one, allowing our residents to age-in-place.
Residents who have shared a home for years have developed their own circle of friends; their families have formed relationships, as have the employees who support them. Without adaptations, an older resident whose mobility or medical needs may change over time may eventually require a different type of house.
Furthermore, based on HUD guidelines factoring in household size and Area Median Income (AMI), every single resident across these three homes qualifies as ‘Extremely Low-Income.’ In fact, our residents live on an average of just 21% of our region’s AMI, highlighting the deep financial hardships they face and the critical nature of our housing support.

The AHP was created by Congress in 1989, and the Federal Home Loan Banks have awarded more than $9 billion in AHP funds since the first awards in 1990. At the FHLBNY, the AHP has supported 2,240 projects with more than $1.17 billion grants, helping to create or preserve nearly 113,000 units of affordable housing. Each year since 1990, the FHLBNY has set aside 10% of its private earnings to support the creation and preservation of housing for lower income families and individuals through the Affordable Housing Program. AHP grants funds are awarded to members wo submit applications on behalf of project sponsors who are planning to purchase, rehabilitate or construct affordable homes or apartments. These funds are awarded through a competitive process which takes place one a year.
